The first P&A program started in the 1970s. Congress created it in response to the deplorable conditions found in institutions for people with intellectual and other developmental disabilities.
Since then, P&A programs have grown. They work on many different legal problems.
Congress gave P&As special authorities and responsibilities. We can investigate reports of abuse and neglect of people with disabilities. We can also pursue legal remedies on behalf of persons with disabilities including the enforcement of their civil rights.
Disability Rights Rhode Island is the federally mandated P&A agency for the state of Rhode Island. The P&A system is a national network of disability rights and advocacy agencies operating in every U.S. state, territory, and the District of Columbia.
